Advocate for the HCBS Relief Act: Strengthen Community Services
The Home and Community-Based Services (HCBS) Relief Act of 2025 (S.2076/H.R. 4029) is vital for individuals with intellectual and developmental disabilities (I/DD). The bill would provide a 10-percentage-point increase in Federal Medical Assistance Percentage (FMAP) for home and community-based services during 2026 and 2027, enabling states and providers to strengthen the direct support workforce and ensure better access to I/DD services.

The HCBS Relief Act would provide dedicated Medicaid funds to states for two years to stabilize their HCBS service delivery networks, recruit and retain HCBS direct care workers, and meet the long-term service and support needs of people eligible for Medicaid home and community-based services. States would receive a 10-point increase in the federal match (FMAP) for Medicaid for two fiscal years to enhance HCBS. These funds can be used to improve states’ HCBS infrastructure and workforce.

We urge all our advocates to use our advocacy tool to urge your members of Congress to support the HCBS Relief Act of 2025, providing essential relief for home and community-based services.
