The Texas Section of the American Society of Civil Engineers unveiled the 2025 Texas Infrastructure Report Card today, giving the state's infrastructure an overall grade of ‘C.’ This matches Texas' 2021 Report Card GPA and surpasses the 2021 national GPA of ‘C-’ from the Report Card for America’s Infrastructure. A ‘C’ signals infrastructure in fair condition—functional but in need of investment to ensure long-term reliability.

The 2025 Texas Report Card provides insight needed to start conversations and ignite action to improve the 2025 grades and, as a result, the state’s future by:
Ensuring sustainable and predictable funding to maintain current progress and reduce investment gaps;
Setting policies and regulations to establish requirements and standards that guide the development of infrastructure systems to ensure safety, efficiency, and reliability;
Modernizing standards across all counties to support a growing economy, lead innovation, and minimize risk and vulnerabilities to our infrastructure networks; and
Proactively managing infrastructure assets to facilitate strategic planning and support risk mitigation to extend asset life and service delivery.
We need your help to keep infrastructure investment at the top of legislators’ priorities. Make your voice heard—tell your elected officials that Texas faces serious infrastructure challenges, but with the right investments, we can solve them.
