HB 2650 CHANGES AT-RISK EXPECTATIONS

This bill will be heard on Wednesday, February 7th at 3:30 in K-12 Budget committee. Testimony is due to the committee by 3:30 Monday, February 5th to k.12.budget@house.ks.gov

Representative Goetz, Dodge City, has introduced this bill to target at-risk programs and services, forcing each district to use an online guidance resource for at-risk educational programs.  It also requires school districts to comply with all state laws and rules and regulations to maintain accreditation.

This bill would require 75% of the identified sub-group to reach a 3 or 4 on the state assessment. Should this sub-group not reach the 3 or 4, at-risk funding would be changed.  Should the sub-group meet the goal, a new sub-group would then need to be identified.  Thus, this is a continuous program each district must reach for each sub-group.

This bill is not positive for schools.  The possibility of losing funding for at-risk just because these students did not meet the requirement is ridiculous.  We would like for you to write testimony, come, and give it orally to the committee and possibly even get some teachers, parents or board members involved.
