Call to Codify Improvements to U.S. Naturalization Test
USCIS announced its process for improvements to the U.S. Naturalization Test in December of 2022. Two key findings strengthen access for multilingual learners of English (MLEs) on this exam but action is needed now!

Key findings for MLEs are:

  • stakeholders and a panel of experts found that the Department of Education’s National Reporting System (NRS) ESL Level 2 Exit/ NRS ESL Level 3 is the fair and appropriate level for the civics and speaking test. (The reading and writing test are already at this level.)
  • the speaking test which is based on eligibility interview with an USCIS officer should be limited to basic questions. For complex questions, applicants may use interpreters.
