Three things Northam wants to do to lower maternal mortality rates
Black women in Virginia are three times more likely to die after giving birth than white women, a disparity Gov. Ralph Northam has said he wants to eliminate by 2025. To do that, Northam has come up with a $22 million, two-year plan he introduced Monday in a room of toddlers, babies and their parents. Among his ideas is a $12.8 million plan to allow home visits to be reimbursed by Medicaid.
"We know home visiting programs help parents be more resilient, they help coordinate care and services and teach parents the skills they need," he said. Home visits can help parents with a range of things, including breastfeeding, helping parents further their own education or find work and managing children's behavior.

H.R. 3 Passes in House

Last Thursday, the House of Representatives passed H.R. 3, the Elijah E. Cummings Lower Drug Costs Now Act. The bill, which would lower the price of certain prescription drugs and put a cap on out-of-pocket spending for Medicare beneficiaries, also includes a landmark increase to the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program.
The MIECHV provisions, championed in the bill by Rep. Danny K. Davis (D-IL) would double overall funding by 2022 and double the tribal set-aside, channeling important resources to the populations most in need.
The Senate has yet to act on increasing MIECHV, a critical next step in finalizing the initiative. |

Exploring Home Visiting's Unmet Need: Comparing Who Could Benefit to Who Is Served
A new brief by the National Home Visiting Resource Center used data from the recently released 2019 Home Visiting Yearbook to explore the following questions:
- What percentage of potential beneficiaries and high-priority families are served by home visiting?
- How does the percentage of children served vary by child age?
- How does the percentage of unmet need vary by state?
The report concludes with several suggestions for states and home visiting models, including one recommendation that home visiting models and states could examine their own service data to identify-and tailor recruitment efforts for-families with particular high-risk characteristics who are less likely to be served. |
