Why - The cleaning industry faces massive labor shortages and the demand for cleaning products and services remains high. ISSA, the worldwide cleaning and facility solutions industry association, supports these bills because they would provide valuable tax-advantaged resources to more workers pursuing training and education that diverge from a typical academic route, as well as help businesses hire and retain more American workers.
Freedom to Invest in Tomorrow’s Workforce Act - This bill would expand qualified expenses under 529 savings plans to include post-secondary training and credentialing, such as licenses and professional certifications like those used for essential cleaning workers.
Improve and Enhance the Work Opportunity Tax Credit Act - This legislation would make WOTC more effective in providing job opportunities and on-the-job training for individuals, including eligible veterans, Supplemental Nutrition Assistance Program (SNAP) recipients, individuals with disabilities, second-chance workers, and long-term unemployed individuals.
