Support In-Home Cardiopulmonary Rehabilitation Flexibilities
Introduced by Representatives John Joyce, MD (PA-13), Scott Peters (D-CA), Brian Fitzpatrick (R-PA), and Jimmy Panetta (D-CA) in the U.S. House and Senators Marsha Blackburn (R-TN) and Amy Klobuchar (D-MN) in the U.S. Senate, the Sustainable Cardiopulmonary Rehabilitation Services in the Home Act (H.R. 783/S.248) would permanently expand Medicare coverage for in-home cardiopulmonary rehabilitation services. This bipartisan legislation is critical to improving patient outcomes, reducing hospital readmissions, and providing essential care to seniors recovering from serious cardiovascular events.

Heart disease remains the leading cause of death in the United States, claiming over 600,000 lives annually. Cardiopulmonary rehabilitation significantly reduces the risk of rehospitalization and mortality, yet many Medicare beneficiaries face barriers accessing these services. During the COVID-19 pandemic, temporary policies allowed for Medicare reimbursement of in-home rehabilitation services, ensuring continued care for vulnerable patients. However, these policies expired in 2023, leaving many without necessary support.

The Sustainable Cardiopulmonary Rehabilitation Services in the Home Act (H.R. 783) will:

  • Permanently expand Medicare coverage for supervised in-home cardiopulmonary rehabilitation.
  • Provide greater flexibility for Medicare beneficiaries to receive rehabilitation services in the setting that best meets their needs.
  • Support access to cardiopulmonary rehabilitation for patients who face barriers to in-person care, such as those living in rural or underserved areas
