Oppose AB 246: Efforts to Freeze Rents in Parts of California

Speak out today against AB 246, a bill by Assemblymember Isaac G. Bryan, D-Los Angeles, that would impose a one-year rent freeze across Los Angeles County. This proposal would set a dangerous precedent for future disasters statewide, allowing lawmakers to impose state-mandated rent freezes in other parts of California whenever an emergency is declared. 

Why AB 246 Must Be Stopped 

  • It sets a dangerous precedent – If passed, this bill could pave the way for future state-imposed rent control after any fire, flood, or natural disaster, expanding rent control beyond Los Angeles County. 
  • Local leaders rejected similar policies – The Los Angeles City Council and the L.A. County Board of Supervisors both declined to impose a rent freeze, yet the state Legislature is attempting to override that decision.
  • California already has strong rent gouging protections – Penal Code §396 caps rent increases at 10% during declared emergencies, making AB 246 unnecessary.

Housing providers faced nearly five years of rent freezes during COVID – Many lost their properties as costs skyrocketed while rental income remained restricted. AB 246 risks repeating this crisis. 

Violations could result in steep penalties – The bill would allow district and city attorneys to impose civil fines of up to $10,000 per violation against housing providers.
