Support Cap Exemption for Certified Seasonal Employers
The House Appropriations Committee plans to take up the Fiscal Year 2025 Department of Homeland Security Appropriations Bill on Tuesday, June 24.  We need your help to ensure that seasonal businesses continue to receive cap relief in FY 2026.

Representatives Harris (R-MD) and others plan to offer an amendment that would establish a cap exemption for Certified Seasonal Employers, defined as any seasonal employer that received an H-2B labor certification from the Department of Labor in fiscal years 2025, 2024, 2023, 2022 and 2021. The cap exemption would apply to the highest annual number of H-2B workers an employer was certified to hire during those five fiscal years. If the employer wants to request additional workers on top of this number in any subsequent year, those requests will count against the cap.

We need your help to make sure this amendment passes - without your engagement, we risk not having cap relief in the bill.  Take action today and ask your representative to support the cap exemption for Certified Seasonal Employers!
