These bills, HB 1951 & SB 925, expand on the success of the 2019 Fair and Open Competition Act (HB 985) that prohibited government-mandated project labor agreements on state construction projects. The expansion will prohibit local governments—cities, counties, and school districts—as well as projects participating in federal matching programs from requiring contractors to sign a PLA to bid on or be awarded public construction contracts.

This effort will ensure ALL qualified contractors can compete for projects funded by their own local tax dollars.
