Protect Contractors From Prevailing Wage Unpredictability
The State Senate is set to vote on 2SSB 5061, a bill that would prevent the freezing of prevailing wages during a construction project. Prevailing wage increases can be unpredictable and significant. While wages in Collective Bargaining Agreements (CBA) usually increase at a steady pace, they can sometimes spike dramatically due to the state’s unpredictable wage-setting process.

Recently, we've seen wage increases as high as 73% for highway stripers, 38% for divers, and 53% for general carpenters. Small contractors, in particular, could be caught off guard by such unexpected increases, making it difficult to bid and budget for public projects accurately. Without safeguards, this bill will create challenges for contractors and raise costs for public projects—at a time when WSDOT is already facing substantial budget gaps.
