Missouri’s contractor-based licensing system allows for flexibility in workforce development. SB 31 would require mechanical contractors statewide to adopt an individual licensing model, adding unnecessary costs, regulatory burdens, and hiring challenges. While the bill does not mandate local adoption, many local governments would default to it, expanding over-regulations.
Additionally, SB 31 would limit workforce training by making apprenticeship programs the only pathway to a statewide license. This restriction would increase costs, delay projects, and make it harder to find skilled workers.
