Oppose SB 1321 and Support Merit Shop Apprenticeship Programs
Associated Builders and Contractors of California (ABC CA), a statewide construction industry association representing almost 80,000 workers opposes SB 1321, a bill that would threaten our state-wide chapters’ ability to receive ETP resources to support our workforce training and development initiatives. 

SB 1321 would amend current law by adding restrictive criteria and standards for projects considered for funding by the ETP. These new criteria and standards will have negative impacts on advancing apprenticeship opportunities in California. ABC CA apprenticeship programs have positively impacted thousands of Californians’ lives by providing careers in construction and ETP funds have been instrumental in these ABC CA programs. Our chapters have used ETP funds to expand their programs and create additional opportunities for apprentices in California. 

SB 1321 expressly excludes our apprenticeships programs from receiving these critical resources. The State should be incentivizing every apprenticeship program, both union and non-union, to create broader opportunities; not limiting access to valuable state resources. 

Contact your assemblyperson TODAY and urge them to vote NO on SB 1321.
