Every Connecticut resident and business owner faced a steep increase in their energy bill this past July due to the so-called Public Benefits Charge. The Public Benefits Charge funds various "green" initiatives, including subsides for at-home electric vehicle chargers, and functions as a tax placed on ratepayers across the Constitution State. If the General Assembly wants to fund these various programs, then they should do so through the state’s General Fund. Bringing the Public Benefits Charge into the formal budget-making process would bring these initiatives into the open, forcing them to compete for funding like any other state program.
