In November 2024, the Federal Communications Commission (FCC) proposed a rule to implement georouting for text messaging to the 988 Suicide & Crisis Lifeline (988 Lifeline). This approach builds on collaborative efforts to extend the geographic-based routing system, known as georouting, from voice calls to text messages. These efforts ensure that individuals seeking help can connect with localized support while maintaining their privacy when contacting the 988 Lifeline.
In December, Vibrant Emotional Health (Vibrant) and various organizations, including mental health advocacy organizations and industry stakeholders, submitted comments to the FCC on the proposed rule. A majority of the organizations support the rule, emphasizing that it will ensure that help seekers can be connected to localized support whether they call or text the 988 Lifeline. Vibrant is continuing its work alongside the Substance Abuse and Mental Health Services Administration (SAMHSA) and other stakeholders to develop and test the routing solutions referenced in other organizations’ comments to the FCC. Following the successful implementation of georouting for voice calls, Vibrant is now focused on developing a uniform standard for text message routing in collaboration with industry stakeholders.
Since transitioning to a three-digit number two years ago, the 988 Lifeline has experienced a significant increase in demand. This rise is particularly notable among youth and high-risk groups who predominantly use text messaging as their primary communication method. Georouting for text messaging represents a critical step in improving crisis support access, promising to connect individuals with local counselors who understand their community's unique resources and challenges.
By implementing this georouting system, the 988 Lifeline is not just improving communication technology; it's creating a more responsive, equitable crisis support network. Vibrant remains committed to working with the FCC, SAMHSA, and other stakeholders to ensure that every person who reaches out for help receives timely, localized, and compassionate support.
