Vibrant provided feedback on the 2025 Draft National Guidelines for a Behavioral Health Coordinated System of Crisis Care (National Guidelines) released by the Substance Abuse and Mental Health Services Administration (SAMHSA). According to SAMHSA's 988 Crisis Systems Response Training and Technical Assistance Center, the document is designed for state, territory, Tribal, and local entities; crisis services providers; public and private payers; regulators; and help-seekers and their supporters to better understand the resources needed to implement and sustain behavioral health crisis systems and services.
Vibrant comments focused on:
• Emphasizing crisis services should be equitable, accessible, and responsive to the diverse needs of populations;
• Providing additional guidance on the ideal service integration for individuals with substance use needs that also addresses risks and liability;
• Clarifying interoperability as it relates to crisis contact centers in the 988 Lifeline and Public Safety Answering Points;
• Encouragement of formal agreements with mobile response teams and public safety answering points, among other recommendations.
