Last month, the Federal Communications Commission (FCC) unanimously approved rules requiring all U.S. wireless carriers to implement georouting for calls to the 988 Suicide & Crisis Lifeline (988 Lifeline), ensuring that callers are connected to a local crisis center based on their geographic location. On Tuesday, November 12, 2024, the final rule was published in the Federal Register, which includes the effective start date of the rule: December 12, 2024.
The final rule requires all U.S. wireless carriers to implement georouting to ensure equitable access to localized crisis resources for all callers, including those in rural areas. While two nationwide carriers have already begun implementing georouting in September of this year, some carriers have yet to adopt the technology. Now that the final rule has been published, nationwide wireless carriers have 30 days to implement georouting starting December 12, 2024. Smaller regional carriers will have two years to comply, as they have fewer resources than national carriers to implement georouting as quickly. This final rule also revises the FCC’s existing 988 voice and texting regulations to allow routing directly to the 988 Lifeline without conversion to a toll-free access number. This change provides wireless carriers with more flexibility in implementing georouting solutions, enabling a more timely transition.

These efforts will help to improve mental health outcomes and reduce strain on emergency services while providing access to 24/7 emotional and crisis support.
