HRSA's Policy Action in Second Chance Month: Funding Opportunity to Aid Transitioning Individuals Exiting Incarceration

On April 10th, the U.S. Department of Health and Human Services (HHS) announced a significant policy through the Health Resources and Services Administration (HRSA), unveiling a new funding opportunity totaling $51 million to support HRSA-funded health centers in implementing innovative strategies to assist individuals transitioning out of incarceration.

This initiative, in alignment with the White House Second Chance Initiative, marks the first time such support has been provided for health services during the critical 90-day period before an individual’s release. The goal is to facilitate a successful return to the community by enhancing access to primary health care, including vital services for mental health and substance use disorders. This not only bolsters public health efforts but also strengthens public safety.

HRSA-funded health centers play a pivotal role in the U.S. healthcare system by offering primary care services regardless of an individual’s ability to pay. They serve as a cornerstone for many, including the uninsured, those enrolled in Medicaid, individuals in rural or underserved areas, those facing challenges due to health insurance costs, people experiencing homelessness, individuals in public housing, and others struggling to find affordable healthcare or access a healthcare provider.

With 1,400 HRSA-funded health centers operating over 15,000 service sites, these centers provide essential care for more than 30 million patients nationwide.

“As President Biden has often said, America is a nation of second chances. People reentering the community after incarceration deserve a fair shot at living long, healthy lives and contributing to their communities,” said HHS Secretary Xavier Becerra. “HRSA-funded health centers are well positioned to facilitate these transitions from incarceration to high-quality, community-based primary care.”
