Early in December, Vibrant Emotional Health (Vibrant) sent comments to the Director of the Office of Management and Budget (OMB) regarding proposed changes to the office’s Guidance for Grants and Agreements located in Title 2 of the Code of Federal Regulations.
As a leading national not-for-profit organization, and administrator of the 988 Suicide & Crisis Lifeline, Vibrant understands the unique role that not-for-profit organizations play as key partners of the federal government. With that in mind, Vibrant supports the OMB’s efforts to lessen the burden of indirect and administrative costs by raising the de minimis rate from 10% to 15%. This change will provide support for organizations without a negotiated indirect cost agreement, and will make it easier for not-for-profit organizations to apply for federal grants.
Vibrant also supports raising the audit threshold from $750,000 to $1,000,000. This proposed change will significantly reduce the time and financial burden faced by many grantees with smaller federal grants.
Vibrant Emotional Health asks the Director of the OMB to incorporate the comments in this letter as they will bolster not-for-profit organizations’ ability to compete for federal grants, and allow them to allot significantly more time and resources to providing quality services.
