Oregon and Delaware Pass 988 Fees to Sustainably Fund 988 Services

On the last day of the legislative session in Salem, Oregon, lawmakers passed a 40-cent monthly phone fee to fund and expand the 988 suicide prevention hotline with bipartisan support. 

House Bill 2757, which passed by one more vote than was needed, will establish the 988 Trust Fund to provide long-term, stable funding for mobile crisis intervention services. It was signed by Governor Kotek on July 13, 2023, and will go into effect on January 1, 2024. This makes Oregon the seventh state to sustainably fund 988 services.
 

 

On June 28th, the Delaware Senate passed HB 160, becoming the eighth state in the country to pass a bill to sustainably fund 988 services.  

Currently waiting for Governor John Carney's signature, the bill places a 60-cent monthly surcharge on cell phones and landlines. A 60-cent fee would also be charged for prepaid services. This is similar to how Delaware pays for 911 services. 

In addition, the bill creates a 20-member board comprising state health officials, behavioral health experts, medical professionals, law enforcement, and others tasked with developing a comprehensive statewide crisis intervention services plan.
