Tell your legislators to OPPOSE SB 962 & HB 2482
AGCVA asks for your opposition to bills that would mandate contractors an unattainable level of apprentice hours on public projects.

Please contact your legislators and ask them to do the following:

  • OPPOSE SB 962 & HB 2482

Why are we asking you to oppose this legislation?

This unprecedented mandate will require contractors to have at least 12.5% labor hours from apprentices on all public construction.

Even for contractors with long-established apprenticeship programs, this mandate will be nearly impossible to meet. Many contractors have made a business decision not to fund an apprenticeship program. There are many construction trades where there is no registered apprenticeship program.

This mandate would only harm Virginia-based contractors. It would require out-of-state union labor to meet this unreasonable goal.

Contact your Delegates & Senators now and ask them to vote against these harmful bills.

There are many ways to support more apprenticeships and address the workforce challenges in construction. Mandating this level of apprentices for all public jobs is NOT the solution.

They will harm Virginia-based construction workers to the benefit of out-of-state union workers.
