Stabilize Funding for Trafficking Survivors
Survivors of human trafficking rely on Victims of Crime Act (VOCA) funding for emergency shelter, trauma counseling, legal advocacy, and long-term support. But steep declines in deposits to the Crime Victims Fund have led to devastating cuts, forcing many trafficking service providers to reduce services or close programs altogether.

H.R. 909, the Crime Victims Fund Stabilization Act, offers a bipartisan, non-taxpayer-funded solution. The bill temporarily directs eligible proceeds from False Claims Act civil penalties into the Crime Victims Fund, helping stabilize VOCA funding and prevent further cuts to victim services. 

For trafficking survivors, H.R. 909 means stable access to shelter, medical and mental health care, legal services, and survivor-centered advocacy. Congress must act to ensure survivors are not left without the support they need to heal and rebuild their lives.
