On Dec. 6, 2023, Secretary of State Antony Blinken issued a determination that the Rapid Support Forces (RSF), and the allied militia groups, had engaged in crimes against humanity and ethnic cleansing. It also stated that both the RSF and Sudanese Armed Forces (SAF) had committed war crimes. All of this underscores the urgent need for intervention.
Senators Risch, Cardin, Scott, and Booker have introduced a bipartisan resolution (S Res 559) recognizing the atrocities committed in Sudan. In addition to calling for a Special Envoy for Sudan, the legislation calls on the administration to urgently work to end the conflict by developing a comprehensive strategy for sanctioning the RSF, SAF, and those who are supplying weapons to them and take steps to hold accountable those who have committed grave human rights violations and crimes against humanity. It also calls on the administration to join with international partners to work collectively to achieve peace in Sudan.
