The House Health Policy Committee reported HB 4950 , HB 4954 , HB 4955 and HB 4956 out of committee with support, with 11 Democrats voting yes and seven Republicans voting no. Joining the Republicans in voting no was Whitsett, a Detroit Democrat.
HB 4953 was reported with Whitsett voting no and Rep. Alabas Farhat (D-Dearborn) abstaining.
The legislation, with HB 4950 being the main bill, repeals a variety of laws pertaining to abortion and would allow Medicaid to be used to fund abortions. Additionally, the bills would repeal the 24-hour waiting period before a procedure and repeal some regulations advocates say are overly burdensome for providers.
Governor Gretchen Whitmer has called for the passage of the legislation along with advocates who successfully worked to pass Proposal 22-3, which enshrined the right to abortion into the Constitution.
Democrats have a slim majority in the House. They likely need every Democrat to vote yes on the bills to pass with the minimum 56 votes needed. Whitsett's opposition could be a significant roadblock to legislation with strong support from House leadership.
Rep. Rogers, Chair of Health Policy, said she was optimistic about the chances of getting the package through the House with help from Republicans. "We had the 1931 repeal passed with bipartisan support," she said. "It's on the table as a possibility."
