As social workers, we know that therapy requires human connection, ethical responsibility, and clinical judgment. AI cannot replace trained professionals. And yet, without action, AI chatbots will continue to be marketed as mental health care and unlicensed individuals will keep practicing therapy without oversight.
That’s why NASW Illinois teamed up with Rep. Bob Morgan & Sen. Villivalam to push HB1806, the WOPR Act. This bill:
- Stops AI from being used as a therapist by banning AI from making therapeutic decisions or detecting emotions.
- Allows AI to assist with administrative tasks—but only with proper safeguards.
- Requires patient consent if AI is used to transcribe or record therapy sessions.
- Ensures therapy session records that used AI are protected under Illinois confidentiality laws.
- Closes the loophole that allows unlicensed individuals—or former clinicians who lost their license—to continue offering therapy.
If we don’t take action, AI therapy will continue to spread, and the integrity of our profession will be at risk. Legislators need to hear from social workers like you about why this bill matters.
