Although the Virginia Senate unanimously approved its version of HB 2274 yesterday, the fate of patient access rests on the results of the full House vote on HB 2274 on Friday, January 27. Yesterday morning, the Virginia House Health, Welfare, and Institutions Committee voted to advance HB 2274 to the House floor by ONLY ONE VOTE. Authored by Delegate Kilmore, HB 2274 establishes authority for pharmacists to test and treat adult patients for Flu, COVID-19, Strep, and Urinary Tract Infections. It allows pharmacists to initiate treatment and dispense therapies in limited circumstances via detailed protocols and regulations adopted by the Board of Pharmacy in conjunction with the Board of Medicine and Department of Health Professions. Any care given under this statute requires a report back to the patient’s primary care practitioner (PCP); if the patient has no PCP, the pharmacist if required to counsel on the benefits of a PCP and make referrals to PCPs.
HB 2274 would continue pharmacists’ and technicians’ current authority to test patients after the expiration of the Federal Public Readiness and Emergency Preparedness Act (PREP Act). It would maintain important access to test and treat services at local pharmacies that Virginians have relied upon throughout the COVID-19 pandemic. This is particularly crucial in rural and other underserved areas of the Commonwealth.
