Oppose Pennsylvania Senate Bill 381
This legislation would create unnecessary burdens on Pennsylvania's research institutions, discourage investment in the Commonwealth's life sciences sector, and jeopardize medical innovation without providing meaningful improvements to animal welfare.

Recent attacks on research suppliers, including multiple activist incursions at a Wisconsin breeder of research dogs that resulted in dozens of arrests and criminal charges, demonstrate the increasingly aggressive campaign against lawful biomedical research and its supply chain. SB 381 would provide additional opportunities to target research institutions, suppliers, and research programs through expanded reporting and compliance requirements.

At a time when federal agencies continue to recognize the essential role of animal models in biomedical discovery, Pennsylvania should not adopt policies that create uncertainty, undermine competitiveness, or encourage research and investment to move elsewhere. PSBR respectfully urges opposition to SB 381.
