Senate and House Work Toward Compromise on Minimum Wage and Earned Sick Time
This week, the Senate Regulatory Affairs Committee approved Senate Bills 8 and 15 dealing with changes to the minimum wage and earned sick time laws that are set to go into effect on February 21. The new laws were approved by voters in 2018 but have been caught up in legal issues since. Last year, the Michigan Supreme Court ruled that laws would take effect on Feb. 21, 2025.
Late Thursday, the Senate approved Senate Bill 8, which would gradually increase the tipped minimum wage to 50% of the regular minimum wage over six years, and tie future increases in the regular minimum wage to inflation. It also gradually increases the tipped minimum wage from 38% of the regular minimum wage to 50% by Jan. 1, 2031. The bill passed 20-12, with most supporting votes coming from Republicans.
Senate Bill 15 amends the Earned Sick Time Act and is similar to House Bill 4002, which exempts certain employers from new paid sick leave requirements. During debate, SB 8 was tie-barred to HB 4002, requiring both bills to be signed into law together. HB 4002 passed the House in late January and is currently under consideration by the Senate Regulatory Affairs Committee. Under the bill, employers with less than 50 employees would be exempted from the new law.
Negotiations continue on both issues. We expect further action next week as the deadline looms.
