Federal House Bill 2289, introduced in the 119th Congress by Representative Buddy Carter, changes rules under the 2012 Middle Class Tax Relief Act to speed up upgrades to wireless towers and equipment. It exempts "eligible facilities requests" — like adding antennas or gear to existing structures — from needing environmental (NEPA) or historical (NHPA) reviews. This means no full studies on impacts to nature or historic sites are required, as long as the changes meet certain guidelines. The bill aims to make it faster and easier to improve broadband and 5G networks by cutting red tape.


The Make America Healthy Again (MAHA) Movement, led by Robert F. Kennedy Jr., does not support this bill because it removes critical environmental and health safeguards for wireless infrastructure expansions, potentially accelerating 5G rollout without assessing risks like electromagnetic radiation exposure. Kennedy has long warned about unstudied health effects of wireless tech, including possible links to cancer and neurological issues. By skipping reviews, the bill prioritises industry speed over public safety, clashing with MAHA’s demand for thorough science-based evaluations to protect communities from hidden environmental hazards.
