Vermont H.217, introduced in 2025 by Rep. Gregory Burtt and a bipartisan group of 19 co-sponsors, completely bans geoengineering, solar radiation modification (SRM), cloud seeding, stratospheric aerosol injection, and any other intentional atmospheric polluting experiments in Vermont airspace. The bill covers individuals, corporations, government agencies, and even AI systems. Violations are felonies punishable by up to $50,000 per day and two years in prison. Vermont State Police, sheriffs, and deputised citizens can issue immediate cease-and-desist orders. The bill also requires independent testing of communication towers to ensure safe radiation levels and declares that even federally approved hazardous geoengineering activities are illegal in Vermont.


The Make America Healthy Again (MAHA) Movement, led by Robert F. Kennedy Jr., strongly supports H.217 as a Pro-MAHA bill because it protects Vermont’s air, water, soil, and people from untested, large-scale chemical spraying that could harm human health and agriculture. Kennedy has repeatedly warned about the unknown risks of geoengineering and the lack of public consent. This bill puts people and the environment first, stops secret or corporate atmospheric experiments, and gives citizens real enforcement power — exactly the kind of bold, protective action MAHA stands for.
