It will prohibit federal funds from developing, hosting, or promoting any program, activity, or literature for children under 18 that contains sexually explicit material in schools. Schools found in violation could lose federal funding.
Within weeks of becoming Illinois' Secretary of State, and also the State Librarian, Alexi Giannoulias convinced legislators to pass a bill which Governor Pritzker signed into law, requiring library compliance with the American Library Association's Library Bill of Rights as a condition of receiving state funding.
But it went even further. It prohibits the removal of any offensive books in school libraries.
In plain terms, the ALA believes that kindergartners and adults should have equal access to any and all library material regardless of content.
H.R. 7661 is a welcome response to this.
