Iowa’s Catholic schools are an important education option for families, but they face unique hurdles regarding administrative flexibility and facilities. Senate File 2425/House File 2713 are a step forward in leveling the playing field.
Please contact your legislators today and ask them to support these bills for these key reasons:
- High-quality preschool should be available wherever there is demand. The bills ensure that school districts cannot unfairly block community providers from participating in the Statewide Voluntary Preschool Program. It protects the "Community Partnership" model, allowing faith-based and other community providers to offer preschool services if they are ready and able to do so.
- Education needs can change mid-year. Another part of the bill allows for a second fall ESA sign-up period for the second semester. This common-sense update provides a critical safety valve for families who might move to Iowa in the summer or fall.
- The bill as drafted empowers the Iowa Finance Authority to help nonpublic and charter schools secure tax-exempt bonds and creates a revolving loan fund. For our schools, this means lower interest rates and "cheaper money" for construction and infrastructure projects.
Other parts of the bill support charter schools and additional options for accreditation. We also thank the legislature for including language to study and reduce the overwhelming number of annual teacher trainings. This will help reduce administrative burnout and keep our best teachers in the classroom.
