Tell Congress: Cosponsor and Pass the Streamlining Federal Grants Act (S.2286/H.R. 5934)
- PURPOSE: Improves the effectiveness and performance of federal grants and cooperative agreements, simplifies the application and reporting requirements, and facilitates greater coordination among agencies responsible for delivering services to the public
- SUPPORTED BY: National Council of Nonprofits, Social Current, National League of Cities, National Association of Counties, Native American Finance Officers Association
- IMPACT: Will help eliminate or reduce hurdles for nonprofits attempting to access and manage federal grants, bring expert consultants into the process of developing of Agency Plans, clarify and simplify NOFOs, and elevate the importance of training and assistance for prospective grantees
Background
Nonprofits face ongoing difficulties in seeking, obtaining, and reporting on federal grants. Federal funding is a key source of revenue for many organizations in achieving their missions and serving their communities, but the process through which to obtain that funding is in serious need of reform. The bipartisan Streamlining Federal Grants Act of 2023 (S. 2286/H.R. 5934) seeks to improve the services delivered to communities and organizations that historically have not received federal grants or cooperative agreements. This legislation would help charitable nonprofits in a number of ways:
- Overcoming inertial and bureaucratic obstructions
- Mandated consultation with non-Federal entities, including charitable nonprofits
- Clarification of Notices of Funding Opportunities (NOFOs)
- Elevation of training and technical assistance for potential applicants for grants
- Emphasis on access to Federal grants
