ACT NOW- Tell Congress, Include Disaster Assistance Fairness Act!

Community Associations Institute (CAI) has been at the forefront of advocating for the passage of H.R. 3777, the Disaster Assistance Fairness Act, since its introduction in May of 2023.  

With the final weeks of the year approaching, we need your participation to ensure equitable disaster relief for community associations is passed by Congress! Congress is currently considering additional federal funding for disaster assistance to support Americans impacted by Hurricanes Helene and Milton. This assistance package is the ideal legislative vehicle to pass the Disaster Assistance Fairness Act.  

We need you to tell your representatives in Congress to include H.R. 3777 as a rider (amendment) in this year’s disaster assistance financial package!  

H.R. 3777 establishes two major changes to the Robert T. Stafford Disaster Relief Act: 

  1. Makes essential common elements of a condominium and housing cooperative (such as a roof, exterior wall, heating and cooling equipment, elevator, stairwell, utility access, plumbing, and electricity) eligible under FEMA’s Federal Assistance to Individuals and Households Program; 
  2. Makes all homeowner associations eligible under FEMA’s requirements for the removal of debris in the aftermath of a major disaster. 

Each of these changes will allow community associations impacted by the recent hurricanes to receive needed financial assistance as they continue to navigate relief and recovery.  

This bipartisan legislation was introduced by Representative David Rouzer (R-NC-07) and cosponsored by 12 Representatives across party lines. This example of bipartisan consensus is rare in today’s Congress and speaks to the importance and compelling nature of this Act! 

Help us pass this critical legislation to bring fairness to disaster relief for community associations today! Tell your Member of Congress to include H.R. 3777 as a rider in the new disaster assistance financial package.
