BoatUS, alongside Recreational Boaters of California, is monitoring California Senate Bill 1066. This bill introduces an “Extended Producer Responsibility” (EPR) requirement for marine flares, making manufacturers responsible for their lifecycle, including take-back, recycling, and disposal.
Visual Distress Signals (VDS) are essential for boater safety and required by the US Coast Guard (USCG). Many boaters prefer pyrotechnic flares for their bright light and colorful smoke, despite their limited 42-month lifecycle.
Senate Bill 1066 tackles the issue of flare disposal, as current safe disposal methods are limited, posing environmental and logistical challenges. While BoatUS supports the intent of this legislation, we recognize potential consequences, such as increased costs for consumers if manufacturers pass on EPR expenses.
These increased costs might discourage the purchase of essential safety equipment but could also drive innovation in signaling devices or increase the use of other USCG-approved options like flags and electronic distress signals.
