The Constitution was signed on September 17, 1787, at Independence Hall in Philadelphia, Pennsylvania. Thirty-nine delegates to the Constitutional Convention, representing 12 states (all but Rhode Island, which declined to send delegates), endorsed the Constitution created during the four-month-long convention.

Note: The Constitution would not become binding until it was ratified by nine of the 13 states, which occurred later, on June 21, 1788, when New Hampshire became the ninth state to ratify.
