The Kentucky Section of ASCE released the 2026 Report Card for Kentucky’s Infrastructure, assigning 11 categories of infrastructure across the Bluegrass State a cumulative grade of ‘C-’. That’s the same grade as Kentucky’s previous report card, which was released in 2019, and it is just below the national infrastructure grade on ASCE’s 2025 Report Card for America’s Infrastructure. A ‘C-’ grade means Kentucky’s infrastructure is in mediocre condition and requires attention.
The 2026 grades are:
| Grade | Categories |
| B- | Energy, Solid Waste |
| C+ | Aviation, Drinking Water |
| C | Bridges, |
| C- | Roads, |
| D+ | Dams, Levees, Wastewater |
| D | Hazardous Waste, |
| D- | Stormwater |
The report card finds that increased extreme weather events like flooding and tornadoes are putting immense pressure on Kentucky’s infrastructure assets. While the state has taken action to address and improve infrastructure, additional funding and resources are needed to fortify infrastructure networks to protect people across Kentucky. Additionally, the state’s infrastructure networks face funding gaps and growing costs due to increased materials and labor costs, and infrastructure operators are struggling with a limited supply of skilled operators, technicians and tradespeople to design and operate infrastructure systems.
The 2026 Report Card for Kentucky’s Infrastructure provides insight needed to start conversations and ignite action to improve the 2026 grades and, as a result, the state’s future by:
- Establishing sustainable, long-term infrastructure funding;
- Prioritizing asset management and preventive maintenance;
- Building resilience into infrastructure planning and investment;
- Strengthening Kentucky’s infrastructure workforce;
- Planning proactively for growth and changing infrastructure demands; and
- Balancing infrastructure investment with affordability.
