The ASCE Virginia Section released the 2026 Report Card for Virginia’s Infrastructure, assigning 13 categories of infrastructure across the Commonwealth a cumulative grade of ‘C’. This grade is on par with Virginia’s 2022 report card and the national infrastructure grade of ‘C’ in the 2025 Report Card for America’s Infrastructure.
The 2026 grades are:

A ‘C’ grade means the state’s infrastructure is adequately meeting current needs, but increasingly severe weather variance, growing population and industry development, and deferred maintenance across the report card categories mean infrastructure must become a bigger priority to sustain Virginia’s productivity and quality of life. The 2026 Report Card for Virginia’s Infrastructure provides insight needed to start conversations and ignite action to improve the 2026 grades and, as a result, the Commonwealth’s future by:
- Increasing targeted funding to ensure that drinking water, transportation infrastructure, and energy infrastructure can continue to operate safely and reliably under increasing stress by population growth and more intense storm events;
- Safeguarding the resilience of the Commonwealth’s infrastructure systems by updating emergency action plans for all departments and municipalities to prepare for the next major storm event;
- Strengthening dam inspection programs and adopting comprehensive roadway safety strategies to reduce risks and improve public safety statewide;
- Adding capacity for aging water-related and wastewater infrastructure, especially as population growth continues; and
- Relying on improving technologies such as groundwater recharge of treated wastewater at treatment plants and artificial intelligence (AI) to stretch limited funding and ensure investments are made efficiently.
