The Utah Section of the American Society of Civil Engineers unveiled the 2025 Utah Infrastructure Report Card, giving the state's infrastructure an overall grade of ‘C+.’ This matches Utah's 2020 GPA and surpasses the national 2025 GPA of ‘C’ from the Report Card for America’s Infrastructure. A ‘C+’ is one of the highest grades in the nation; while the state’s infrastructure is in mediocre condition, there are signs of improvement.

The 2025 Utah Report Card provides insight needed to start conversations and ignite action to improve the 2025 grades and, as a result, the state’s future by:
- Evaluate regularly the future needs for the state’s infrastructure systems, with the state providing consistent financial support annually for project improvements, maintenance, resiliency, and risk reduction;
- Prioritize ongoing dedicated funding to preserve, rehabilitate, or replace bridges to maintain and operate the state’s transportation system;
- Designate funding source for the rehabilitation of high hazard dams;
- Invest in Utah’s mass transit, active transportation, and multi-modal transportation to optimize these systems and make Utahans’ lives more affordable; and
- Strengthen Utah’s canal infrastructure through funding for transitioning from open channel to piping, while reducing losses from seepage and evaporation.
