The U.S. House of Representatives on May 15th passed a bipartisan deal to reauthorize the Federal Aviation Administration (FAA) by a 387-26 vote. The FAA Reauthorization Act of 2024 (H.R. 3935) is a $105.5 billion package that reauthorizes the FAA and the National Transportation Safety Board through Fiscal Year (FY) 2028. On May 9th, the U.S. Senate overwhelmingly approved the bill. Proposed compromise text for the FAA Reauthorization Act of 2024 was released by transportation leaders in both chambers April 29th. After sifting through a long list of proposed amendments to the compromise bill, the Senate passed the legislation by an 88-4 vote. The bill now heads to President Joe Biden’s desk for his signature.
The FAA has been funded by a series of short-term extensions since September 30, 2023. The FAA Reauthorization Act of 2024 is the result of negotiations that stretched on for months. While the House passed their version of the bill, the Securing Growth and Robust Leadership in American Aviation Act, by a 351-69 vote in July 2023, the Senate’s progress was slower. The Senate Committee on Commerce, Science, and Transportation approved their version of the bill, the FAA Reauthorization Act of 2023, by voice vote during a long-awaited markup session on February 8th.
Reauthorization of FAA programs was a top priority for ASCE, and we applaud the passage of this legislation, which offers reliable support for programs that are vital for the safety, growth, and resilience of our system. The FAA Reauthorization Act of 2024 addresses some of ASCE’s key recommendations, such as improving resilience, increasing funding for the Airport Improvement Program, and supporting innovative technologies. As the professionals responsible for designing and operating the country’s built environment, civil engineers recognize the importance of safe and reliably funded aviation infrastructure. Our aviation system allows people to travel to their destinations, facilitates the movement of goods, and plays a key role in the nation’s economy.
