Tell your Members of Congress to pass the Federal Aviation Administration reauthorization!
On April 29th, transportation leaders in the House of Representatives and Senate released the proposed text of a compromise bill to reauthorize the Federal Aviation Administration (FAA). The text was released less than two weeks before the short-term extension currently funding the FAA expires May 10th.

On May 1st, the Senate will vote on moving the House-passed FAA reauthorization bill (H.R. 3935), which will serve as the legislative vehicle for the compromise text.  The $105.5 billion bill, called the FAA Reauthorization Act of 2024, would reauthorize FAA programs through 2028. Once the Senate officially takes up the bill, the compromise agreement will be substituted on the Senate floor and subject to amendment. After the Senate passes the amended version of the bill, it will need to go back to the House to be approved before President Joe Biden can sign it.

The FAA has been funded by a series of short-term extensions since September 30, 2023. The compromise legislation is the result of negotiations that have taken place over the past several months. While the House passed their version of the bill, the Securing Growth and Robust Leadership in American Aviation Act (H.R. 3935), by a 351-69 vote in July 2023, the Senate’s progress has been slower. The Senate Committee on Commerce, Science, and Transportation approved their version of the bill, the FAA Reauthorization Act of 2023 (S.1939), by voice vote during a long-awaited markup session February 8th. Lawmakers were stalled over disagreements about various issues, including pilot retirement age and the number of daily flights taking place at Ronald Reagan Washington National Airport.

ASCE supports timely passage of the FAA Reauthorization Act of 2024, which offers reliable support for programs that are vital for the safety, growth, and resilience of our system. Since the beginning of the reauthorization process, ASCE expressed support for both the House-led Securing Growth and Robust Leadership in American Aviation Act and the Senate-led FAA Reauthorization Act of 2023

ASCE strongly urges Congress to reauthorize FAA programs as soon as possible. ASCE supports a multi-year bill that increases funding for aviation infrastructure, invests in resilience, and advances the safe and efficient delivery of projects. ASCE has gone on the record to support both the House and Senate bills and now expresses support for the compromise legislation. ASCE urges the Senate to pass the compromise legislation and the House to consider and approve the bill for President Joe Biden’s signature prior to May 10th. 

Our aviation infrastructure allows people to travel to their destinations, facilitates the movement of goods, and plays a key role in the nation’s economy. Unfortunately, ASCE’s 2021 Report Card for America’s Infrastructure estimated the country’s airports would need $237 billion over 10 years to bring them into a state of good repair.  

The bipartisan compromise reached by the House and Senate will offer reliable support for programs that are vital for the safety and resilience of our system and build on the investments included in the Infrastructure Investment and Jobs Act. Additionally, the legislation addresses some of ASCE’s key recommendations, such as improving resilience against potentially catastrophic events, increasing funding for the Airport Improvement Program, and supporting innovative technologies.
