Oppose Expanded Practice Settings for PHDHPs
The PA AGD is seeking your help in generating opposition to a recent draft proposal from the Pennsylvania State Board of Dentistry (SBOD) seeking to expand practice sites for Public Health Dental Hygiene Practitioners (PHDHP) to include private settings of hospice and homebound patients, childcare settings, and physician's offices.  The expansion of PHDHP practice sites as proposed by the SBOD will jeopardize patient safety, and allow a standard of care below what is expected. 

We are asking for you to reach out to the SBOD as soon as possible and voice your opposition to the draft regulations.  Please take a moment to send a letter to the SBOD by visiting the AGD's Action Center.

Additionally, please show support for the PA AGD's position on the issue by signing our online petition.

Current Pennsylvania statute provides that there is no requirement for a patient to visit a dentist after receiving hygiene services from a PHDHP.  Moreover, physicians are not adequately trained to evaluate or treat oral healthcare needs.  Under the SBOD's proposal, patients receiving hygiene services from a PHDHP in a physician's office may fall under the impression that they have received a comprehensive dental examination, and will be unlikely to seek further treatment from a dentist.

Additionally, under the SBOD's proposal, PHDHPs would be able to practice in solo fee-for-service physician's office in well-served communities, as there is no requirement for a physician's office to demonstrate a public health need.  This is inconsistent with the intent of the statute authorizing practice sites for PHDHPs.

The SBOD will be meeting Friday, September 15, beginning at 9:00 am, to discuss the issue, and hold a vote on whether or not to move forward with the draft regulation.  The meeting will take place at 2601 N 3rd St, Harrisburg, PA, 17110.  Please consider attending the meeting in person.
