House Bill 42 makes it illegal for those convicted of child-sex offenses to attend Halloween parties that have children attending

House Bill 42 comes out of concern that some sex offenders could try to use Halloween season festivities to have inappropriate sexual contact with children. It desires to make it clear that sex offenders are not permitted to attend any Halloween celebrations with children (legal minors) in attendance.
