Ask Congress to Support the “Efficiency Adjustment” in Final Fee Schedule Rule
Please urge your members of Congress to support the new “efficiency adjustment” included in the Medicare Fee Schedule Final Rule
Background: On October 31, 2025, the Centers for Medicare and Medicaid Services (CMS) released the Calendar Year (CY) 2026 Medicare Physician Fee Schedule (PFS) final rule which includes a new 2.5 percent efficiency adjustment applied to work relative value units (wRVUs) for most non-time-based services, which CMS says reflects productivity gains from technology and practice improvements over time. This adjustment is intended to target services where efficiency has grown. Importantly, it will not apply to evaluation and management codes and time-based codes that are frequently billed by primary care practices.
This modest 2.5 percent efficiency adjustment will support an increase in payment for primary care services and is an important step toward strengthening primary care.
Action Requested: Please email your members of Congress to ask them to oppose any effort to block implementation of the efficiency adjustment in the CY 2026 Medicare Physician Fee Schedule rule. A sample message has been provided for you that can be personalized.
