Background
The Calendar Year (CY) 2025 Medicare Physician Fee Schedule (PFS) Proposed Rule includes a 2.8 percent payment cut for all physicians and other clinicians treating Medicare patients, effective January 1, 2025, to comply with budget neutrality requirements.
The scheduled 2.8 percent cut represents the fifth straight year that the Medicare PFS rule includes an across-the-board cut to payment rates for physicians and other clinicians. Although Congress has taken action over the past four years and passed legislation to mitigate these cuts in part, it’s clear that the Medicare PFS is broken.
Medicare payment rates have fallen 29 percent over the last two decades when accounting for the rising costs of running a practice. The 2025 Medicare PFS highlights that the cost of running a practice, as measured by the Medicare Economic Index (i.e., expenses associated with paying rent, compensating clinical and administrative staff, and purchasing supplies and equipment) is estimated to increase by 3.6 percent.
On October 11, a bipartisan group of 233 members of Congress wrote to House Leadership to urge them to expeditiously pass legislation that not only stops another damaging round of cuts to Medicare payments, but also provides greater certainty and stability for clinicians serving Medicare beneficiaries.
Your voice is needed in calling on Congress to act this year (before the January 1 deadline) to stop these cuts.
Action Requested: Please email your U.S. Representatives and ask them to support a physician payment fix this year. We have two sample messages: 1) If your member signed onto the bipartisan letter in support of our goal, your message will include a thank you for their support. 2) If your member did not sign on to the letter, your message will ask for their support going forward. The appropriate letter for your member will automatically come up when you type in your address.
