H.R 2220, The Preserve Access to Rapid Ambulance Emergency Medical Treatment Act (PARA-EMT Act), was reintroduced by Representatives Marie Gluesenkamp Perez (D-WA), Brad Finstad (R-MN), Randy Feenstra (R-IA), Suzanne Bonamici (D-OR), Michael Lawler (R-NY), Josh Harder (D-CA) on March 18th 2025. This important legislation addresses the critical workforce shortage facing EMS organizations throughout the country by:

Creating an EMS workforce grant training program of $50 million over five years to help local entities recruit, train, and retain Emergency Medical Service personnel. It would fund the use of new technology-driven approaches to enhance the training process and would emphasize the training of youth from rural and low-income areas.

Assisting combat medics entering the civilian workforce by providing grants to states to streamline the absorption of military veterans into the civilian workforce.

Conducting a study of the EMS workforce shortage and of the training and education programs needed to meet the projected demand in the next decade. The study would be conducted by the Department of Labor and Department of Health and Human Services.
