What is the 2021 HALT Drunk Driving Law? The HALT Drunk Driving Law directs the National Highway Traffic Safety Administration (NHTSA) to create a safety standard for anti-drunk driving technology. The Insurance Institute for Highway Safety (IIHS) estimates this bipartisan law, when fully implemented, will save more than 10,000 lives each year.
What is happening in Congress to weaken the impaired driving law? The Representative Cloud amendment to the FY 2027 THUD Appropriations bill would defund the implementation of this bipartisan law. The Cloud Amendment is driven by false claims that the HALT Drunk Driving Law requires government control and surveillance of personal vehicles. The HALT law does not give the government control of any driver’s vehicle or personal data. MADD opposes any system that would collect, store, sell, or share driver data. MADD also opposes any technology that would allow for surveillance or remote access by law enforcement or any third-party.
